Moldova's 2026 Cadastral Revaluation: How to Check Your Property by 31 October

10 October 2026 · KX Estate Team

Moldova’s Agency for Geodesy, Cartography and Cadastre (AGCC) has published new cadastral values for about 6.5 million properties. Until 31 October 2026, owners can check their property’s data on geodata.gov.md or in EVO and request a correction of its technical characteristics. The new values take effect on 1 January 2027 and become the base for property tax.

What happened and why it matters now

Since 28 September 2026, the results of the mass valuation and revaluation have been open for review for 30 days, until 31 October (source: AGCC via MOLDPRES, 28.09.2026). According to AGCC director Ivan Danii, publishing the results counts as official notice to the owner. You may not get a separate letter: the deadline runs from publication.

This is the second round. Preliminary results were open for consultation from 26 January to 30 April, and commercial and industrial property from 30 April to 31 July. Over that period owners filed about 7,400 objections, or 0.11% of properties, and cadastral values rose 2.9 times on average (source: AGCC via Moldova1, 30.07.2026).

How to check the cadastral value

In EVO: sign in → “My data” → “Real estate” → choose the property → “Property details”.

On geodata.gov.md: open the “Valuation and revaluation of real estate” section (Evaluarea și reevaluarea bunurilor imobile), find the property by cadastral number, address or on the map, and open its characteristics. First make sure it really is your property.

Offline: at the territorial cadastral office or the town hall (primărie).

Check not only the final figure but the data behind it: floor area, use, number of floors, year built, wall material, address. An error in any of these fields moves the valuation.

What can and cannot be corrected

The request covers the property’s technical characteristics, not the value itself. AGCC states plainly that you cannot ask for a lower valuation just because it looks high. If a characteristic is corrected, the value may be recalculated.

You can challengeYou cannot challenge with this request
wrong floor area”the figure looks too high”
wrong use (residential / commercial / industrial)comparisons with neighbours without documents
errors in floors, year built, materialthe size of the future tax
property mixed up or recorded twicethe rate the town hall will set

How to file a request by 31 October

  1. Choose a channel: online on geodata.gov.md, by email or post to the territorial cadastral office, or in person at that office.
  2. Identify the property: cadastral number and address.
  3. Describe what is wrong, field by field: what it says and what it should say.
  4. Attach documents: a registry extract, the technical passport, a change-of-use permit, a measured floor plan.
  5. Expect an answer within 30 days. The office checks the data against the Real Estate Register and the cadastral and technical file in its archive (source: AGCC via MOLDPRES, 28.09.2026).
  6. If you disagree with the answer, you can appeal it in the administrative court (contencios administrativ).

After 31 October, requests under this revaluation are no longer accepted.

How it will affect tax from 2027

Property tax is calculated from two numbers: the cadastral value and the rate. The local council sets the rate every year. So the revaluation alone does not change the tax automatically; that decision belongs to the town hall.

The rate limits are being revised too. In the draft 2027 fiscal policy, the Ministry of Finance proposes that local authorities set a rate between 0.05% and 1% for cadastrally valued property (source: MOLDPRES, 07.08.2026). At the time of writing this is a draft, not an adopted law.

An example to show the order of magnitude (hypothetical figures). A commercial unit was previously valued at 1,000,000 lei; after revaluation it is worth 2.9 times more, or 2,900,000 lei.

Rate the town hall choosesTax per year
0.3%8,700 lei
0.5%14,500 lei
1%29,000 lei

How KX Estate helps

In KX Estate, every property has a record with its cadastral number, leases and payments. You do not have to dig through folders for the number when you open geodata.gov.md, and yield and payback are recalculated per property, so you can see which one the tax increase hits hardest.

Frequently asked questions

Until when can I check the cadastral value? Until 31 October 2026. The results were published on 28 September, and publication itself counts as official notice to the owner.

Can I challenge the value if it looks too high? No. The request covers only the property’s technical characteristics: floor area, use, floors and the like. If a characteristic is corrected, the value may be recalculated.

How long does an answer take? Up to 30 days from filing, online or in person. If you disagree with the decision, you can appeal it in the administrative court.

When does the new cadastral value apply? From 1 January 2027. From that date it becomes the base for property tax.

Will property tax go up? Not automatically. The tax depends on the cadastral value and on the rate set by the local council. The Ministry of Finance proposes rate limits of 0.05% to 1% from 2027, but at the time of writing this is a draft.

Where can I check a property without EVO? On geodata.gov.md, by cadastral number, address or on the map. Offline: at the territorial cadastral office or the town hall.
